It is completely a personal choice when it comes to you as a photographer or you as a person with photography as a hobby.

Depending on whether you are doing film photography or commercial & digital photography you need to decide to what degree you need to develop as a photographer.

Often people do not know what sort of photography they should practice or for that matter, people do not know what actual photography is. Learning the technical aspects of photography is also very important because in that way one knows what is better in other photographs and what is at fault when one photo is not up to the mark. It also teaches one to operate one's camera manually.

Learning photography also inspires people to learn post processing skills like in Photoshop and Lightroom which is also of immense vitality if you want to, in the longer run take up photography successfully.

Learning photography gives you a chance to understand the economics that goes with the art and how you can transfuse it into a business of your own. One can also choose to understand the legalities behind professional photography and how important it is if you want to commercialize your passion. People learn to market their photos better and can actually go forward and sell the pictures.

You also get to develop a lot of soft skills essential to photography and you learn on the go about the new products in the market and the technical integrities involved.

Learning photography challenges you to shoot. Go do macro work, portraiture, head shots and landscapes and try stuff out that you are learning! Review yourself and do checks and balances in what you’ve learned.

This does not mean that experimentation is not important or you cannot be your own self when practicing photography. A piece of paper does not certify how good you are and where you stand! You still need to push yourself harder and get great photos to be a skilled photographer. However so, getting experience is always always always a good idea.
